David Seltzer is a distinguished investment banker and financial advisor with over 40 years' experience raising capital for transportation agencies and other governmental issuers. After two decades in the securities industry, including Lazard Frères and Lehman Brothers, he joined the US Department of Transportation and later cofounded Mercator Advisors LLC in 2001. He has written book chapters and articles on transportation finance for various publications, has testified before Senate and House transportation committees, and has given presentations at numerous industry conferences and universities. He previously served on the Executive Committee of the Transportation Research Board of the National Academy of Sciences, and taught public finance at the Wharton School. He also has chaired the board of Philadelphia Gas Works, the nation’s largest municipal gas utility. David currently serves as a trustee of the Philadelphia Museum of Art, CraftNOW Philadelphia and several other boards. He resides in Philadelphia, Pennsylvania.
